Mark worked in-home care five years prior to starting his own company in 2011. Mark started AllCare, LLC with the goals to provide an exceptional home care service with a home town feel. He was born and raised in Sneedville, TN so the importance of family and neighborly service are rooted deep in the company he created. He graduated from Carson Newman in 2000 with a Bachelors's in pre-law and education. Mark currently resides in Morristown with his wife, Jodi, his daughter, Eden and his twin boys, Shep and Shade.

Effie Hopkins

Human Resources Manager

Effie joined AllCare, LLC as Human Resources Manager on April 25, 2019. She also handles billing, scheduling, various administrative duties, social media, and basic IT support. Before AllCare, she previously worked in consumer financial management and most recently as compliance / customer relations manager for an online education provider.

Sybil Bell

Care Coordinator

“Sometimes a few wildflowers, a Band-Aid, and a hug can make it a better day!”

Sybil Bell joined AllCare in Jan 2020 as an in-home caregiver. Sybil has worked in the medical field since Nov 2009. While this isn’t something she envisioned for herself, she has met a lot of interesting people and says that working with the elderly is a true calling.

She joined the administrative team on August 19, 2022, as a care coordinator. She loves being able to help the residents of her beloved East TN area.

Originally from Indiana, Sybil moved to Hancock county in November 2007. Sybil and her family enjoy the slower pace and the rural lifestyle.
